New Delivery Rates Approved for Peoples Gas and North Shore Gas

Chicago, IL - Peoples Gas and North Shore Gas announced today that the Illinois Commerce Commission (ICC) has issued a final order in their request for an increase in the amount the two utilities charge to deliver natural gas. The decision is the culmination of a process that began more than 11 months ago.

Based on a preliminary review of the final order, the new delivery rates will result in an increase of about $4 per month for a typical Peoples Gas residential heating customer in Chicago. This represents an average increase of about 5 percent on an annualized basis. Customers of North Shore Gas will see an increase of about $5.50 per month which represents an average increase of about 5 percent on an annualized basis. Final bill impacts will be determined based on full review of the final order and filing of tariffs with the ICC. The new delivery rates for both utilities are expected to take effect on January 28, 2010.

The company said it appreciates the Commission approving its request for an infrastructure cost recovery mechanism (ICR). The ICR will fund acceleration of system upgrades and replacement of cast and ductile iron mains on an expedited schedule. The ICR charge will begin to appear on customers' bills on April 1, 2011.

"We understand that there is never a good time for a rate increase and we sought an increase with a great deal of reluctance, but like any other company, the rates we charge must reflect today's costs of doing business," said Will Evans, president of Peoples Gas and North Shore. "These rate changes will allow the companies to meet our obligation of delivering safe and reliable energy to one-million homes and businesses."

Peoples Gas and North Shore Gas participate in a number of programs to help customers reduce their energy use and manage gas bills. In 2009, approximately 110,000 Peoples Gas and North Shore Gas low income customers received LIHEAP (Low Income Heating Energy Assistance Program) grants, more than 6,400 families received grants through the companies' Share the Warmth program which provides matching grants of up to $200; one thousand CHA (Chicago Housing Authority) residents received matching grants through the Peoples Gas/CHA All Clear program; and so far this year, about 75 customers have signed up to participate in the new PIPP (Percentage of Income Payment Plan) pilot program which limits their monthly payment for gas bills to just $10.00. Additionally, 207,000 customers participate in the Budget Billing Plan which helps customers manage their energy costs by spreading bill payments more evenly throughout the year.

Peoples Gas and North Shore Gas also help to promote the Chicagoland Natural Gas Savings Program, which offers rebates and low-income loans to encourage customers to make energy-efficient improvements to their homes, apartment buildings and businesses.
