Peoples Gas Urges Customers to Apply for Assistance; Attend Community Outreach Days

LIHEAP's General Enrollment Opens November 1

Chicago, IL - Peoples Gas wants to let their customers know about a number of resources available for those who are struggling financially to pay their energy bills. Beginning November 1, LIHEAP (Low Income Home Energy Assistance Program) is open to all eligible customers. The program provides grants to help customers pay outstanding bills, reconnect natural gas service and maintain their home’s service. The utility is sending out postcards and making outbound calls to customers who may be eligible to receive funding, and encouraging them to apply.

The PIPP (Percentage of Income Payment Plan) is another resource that is available for customers who qualify. PIPP, which began as a limited-enrollment pilot program, is now open to customers who qualify. PIPP creates a payment plan option for low-income customers to pay an affordable amount each month (no more than 6 percent of their income) for their natural gas and electricity, caps the amount those customers pay for utilities, and expands an energy-efficiency program. As an added incentive, the program also provides arrearage reduction in exchange for on-time monthly payments.

Families who qualify for LIHEAP funding would also qualify for the PIPP program. Both programs are administered in Cook County by CEDA (Community Economic Development Organization). To apply and find the location of the closest application site, Peoples Gas customers can call CEDA hotline at: 1-800-571-CEDA (2332) or visit Customers can also visit for a list of application sites and guidelines. Customers can apply for either program at one location, but are only eligible to receive benefits from one.

To apply for LIHEAP and PIPP, customers must have proof of household income for the last 30 days, a copy of their current utility bill and Social Security numbers for everyone in the household. Customers may be eligible for these programs if their income is 150% of the Federal Poverty Guidelines according to the following chart:

Family Income Guidelines
Size of Family 30 Days Income
1 $1,361
2 $1,839
3 $2,316
4 $2,794
5 $3,271
6 $3,749

To help residents prepare for winter’s chill; the utility is hosting Community Outreach Days at two locations in the city to provide residents with access to resources.
