Peoples Gas Thanks Illinois Lawmakers and Urges Governor Quinn to Sign Natural Gas Safety and Reliability Act (SB2266)

Chicago - This week, the Illinois General Assembly approved legislation that will support Peoples Gas’ $2.5 billion accelerated plan to modernize Chicago’s natural gas infrastructure. Over 1000 jobs created by the accelerated plan are protected under the legislation, which now moves to Governor Quinn’s desk for final approval. Under the 10-year plan, Peoples Gas will remove over 1000 miles of higher risk, cast and ductile iron pipe and replace it with polyethylene, which will improve the safety and reliability of Chicago’s natural gas delivery system, while reducing the long-term costs of operating and maintaining the system and lowering harmful methane emissions by the carbon dioxide equivalent (CO2e) of taking 19,000 cars off the road.

The efforts of our local union, Gas Workers 18007, and the Illinois AFL-CIO and its affiliates have been vital in protecting the over 1000 jobs and billions of dollars of investment this legislation brings to Illinois. We are hopeful that Governor Quinn will view the approach taken by the General Assembly to ensure the continued safety and reliability of our natural gas infrastructure as a good one that provides significant consumer and environmental benefits, and sign this measure into law," said Will Evans, president, Peoples Gas and North Shore Gas.

The Natural Gas Consumer, Safety & Reliability Act (SB 2266) provides funding for Illinois gas infrastructure upgrades through a small adjustment on customer bills, approved by the Illinois Commerce Commission. The legislation contains strong consumer protections, increases transparency and accountability and caps customer impact due to main replacement costs at an annual average of 4% of delivery service rates. Critically, the ICC maintains its oversight function. Annual reviews and reporting requirements are built into the legislation. Only costs related to the infrastructure improvements will be granted. The program will also reduce costs through lower future operational expenses, and lower long term costs for debt, reducing interest expenses for customers.

The legislation brings Illinois in alignment with 28 other states that have already recognized the need for a timely cost recovery mechanism as a way to support and encourage large capital investment in aging natural gas infrastructure.
