Help With Heating Bills Available

Waukegan, IL – North Shore Gas is alerting customers that help with natural gas bills is available via the Low- Income Home Energy Assistance Program (LIHEAP). The program provides grants to help customers pay outstanding bills, reconnect service, and maintain natural gas service.

The program opens on Sept. 3 for seniors (60+) and people with disabilities and will open more widely on October 1 to households where disconnection due to non-payment has occurred and households with children under five years old and for LIHEAP eligible households where the home's heating system is non-operable and/or has been red tagged by the utility company. General enrollment for all other qualified customers will begin on Nov. 1.

"It may still be the hot summer, but it's time for families to start preparing for the cold winter," CUB (Citizens Utility Board) Executive Director David Kolata said. "We urge all northern Illinois families to know your rights when it comes to heating your home and to find out if your family qualifies for LIHEAP funding. Winter is not far away, and now's the time to start planning for high heating bills."

LIHEAP is administered in Lake County by the Community Action Partnership of Lake County (CAP). North Shore Gas customers should call CAP at (847) 249-4330 for a list of application sites and guidelines.

In 2012, IL LIHEAP provided 350,000 households with financial assistance for heating. "North Shore Gas is encouraging our customers who meet the criteria for the early application period to apply as soon as possible," said Larry Szumski, vice president, customer relations.

Customers who meet the criteria may be eligible for a grant if their income is 150% of the Federal Poverty Guidelines according to the following chart:

The following documents are needed to apply for a LIHEAP grant:

  • Proof of gross income from all household members for the 30-day period prior to the application date.
  • Copy of most recent utility bill.
  • Proof of Social Security Numbers of all household members.
  • If a member of your household receives TANF, you must bring their Medical Eligibility Card.
  • Applicants that have their utilities included in the rent must bring proof of rental agreement stating monthly rental amount, that utilities are included, and landlord contact information. (Rent costs must be greater than 30% of household gross income for 30 days prior to application).

Customers can also visit for a list of application sites and guidelines, as well as tips on conservation and energy efficiency, two great tools in helping to manage energy costs.
